In medieval times most goods moved by boats or ships. A key component of where cities were located was the point at which ships could no longer easily sail upriver and goods had to be transferred to boats. When discussing oceans & rivers this point was often the Normal Tidal Limit as ocean-going vessels could get an extra "push" upriver riding the rising tides.
The topic came up as I was discussing world-building and how I had placed the towns on the Kalamar Atlas while working at Kenzer & Co, and I recommended the book "Waterways & Canal Building in medieval England", edited by John Blair.
